Tenants of Harrington Housing in Washington, D.C. may be eligible for refunds if they were charged excessive late rent fees or had improper cleaning fees deducted from their security deposits.
This refund program is part of a settlement between Harrington International Corp. and Harrington Off Campus Solutions Inc. (collectively, Harrington Housing) and the District of Columbia Office of the Attorney General (OAG), which alleged violations of local rental laws.
Who Is Eligible to File a Claim?
You may qualify for a refund if you meet all of the following conditions:
- You rented from Harrington Housing in Washington, D.C.
- You received a Claim Number and PIN via email
- You experienced one or more of the following:
- Were charged late fees exceeding 5% of your rent
- Were not provided with a five-day grace period before late fees were applied
- Signed a rental agreement that did not include required disclosures about late fees
- Had $150 or more withheld from your security deposit for cleaning
What Can You Receive?
Late Fee Refund:
Tenants will receive the difference between what they were charged and the legal 5% maximum.
Cleaning Fee Refund:
Tenants may receive a refund of $150 or more if that amount was improperly withheld for cleaning.
Note: Before issuing payment, the D.C. Office of the Chief Financial Officer will check for any outstanding debts (e.g., unpaid taxes or child support). Any such obligations will be deducted from the refund amount.

- Claims must be submitted online only using the Claim Number and PIN provided via email.

Why the Refunds Are Being Issued
This settlement resolves claims that Harrington Housing violated District of Columbia rental laws by:
- Charging late fees exceeding 5% of the rent
- Failing to provide the required five-day grace period
- Omitting required disclosures in rental agreements
- Improperly deducting cleaning fees from security deposits
The D.C. Office of Consumer Protection facilitated the agreement to reimburse affected tenants.
